An EIA is a technical and systematic analysis that determines the potential environmental and social ersects of a project or activity. It identifies, evaluates, and proposes measures to mitigate negative impacts and optimize positive ones, ensuring the environmental and social viability of the project according to current regulations.

The Environmental Evaluation System (SEA) of MARN allows certain projects to obtain a resolution of no requirement for an Environmental Impact Study (EIA) when their impacts are considered minor, provided that the proponent commits to carrying out environmental compensation actions. This agreement is applicable in cases where MARN determines that compensatory measures can adequately mitigate the negative impacts of the project.

MARN conducts a categorization process through the information collected in the Mandatory Environmental Form to determine if a project needs an EIA. This process classifies projects into categories based on the level and type of potential environmental impact:

    • Projects with Low Potential Environmental Impact (PIAB): Low potential environmental impacts, whose e‑ects on the environment are simple and immediate. No need to submit environmental documentation, and a resolution of no requirement for EIA is issued.

 

    • Projects with Mild Potential Environmental Impact (PIAL): Mild potential environmental impacts, which will not deteriorate the environment or endanger human health and quality of life. Need to submit environmental documentation and environmental compensation agreement, and a resolution of no requirement for EIA is issued.

 

  • Projects with Moderate or High Potential Environmental Impact (PIAMA): Moderate or high potential environmental impacts, which are extensive, permanent, irreversible, cumulative, or synergistic. Need to submit an Environmental Impact Study (EsIA) and define preventive, mitigating, and compensatory measures.

• Creation or improvement of conservation areas

• Investment in green infrastructure

• Environmental education and awareness programs

• Support for sustainable development projects

• Restoration of degraded soils

• Protection of water sources

• Biodiversity promotion through species
conservation projects

• Improvement of solid waste management

• Economic compensation for environmental
conservation funds
